For over half his career Frank served the public as an engineer and project manager for the City of San Francisco at DPW and the Public Utilities Commission. As Senior Manager for Liberty Utilities in Tahoe, he led multiple electrical distribution upgrade projects under Wildfire Mitigation Programs (WMP) and Transportation Electrification programs — including Tahoe Transportation District Bus Electrification.
